Add enough of your menstruum, in this case 100proof vodka, to completely cover your plant material. With vodka tinctures, it's okay to leave some airspace above the liquid as long as your plant material remains submerged and you shake it often. You will need to monitor the the fluid level, especially over the first few days. If you are using dried plant material, it will absorb some of the liquid, so you will need to add more in order to keep the willow submerged. Cap and label your jar. To make willow bark tincture, we need the inner bark of the tree. Instead of scraping this from the trunk or branches, which can injure the plant, use the whips. Many trees shed these liberally themselves resulting in no harm done to the tree. If you need to collect them yourself, snap them off gently at a joint- where they attach to the next whip section. They come off easily resulting in minimal harm. Ideally, you would then sit there with your pocket knife and scrape off all the outer bark from the whip to expose as much inner bark as possible. However, if you don't have the time or patience for that, skip it. The outer bark and the leaves both contain the same medicine, just slightly less concentrated. Breaking or cutting the whips into small pieces with garden clippers like I'm doing exposes enough inner bark to still create a very potent tincture with less effort.
